PAIR arrives in Rio through the work of Terra dos Homens

The Programme of Integrated and Referential Actions to Confront Child and Adolescent Sexual Violence (PAIR), is an initiative of the Special Office of Human Rights - SEDH (acronym in Portuguese) and the National Council for the Rights of Children and Adolescents - CONANDA (acronym in Portuguese), that finance and assist the actions throughout Brazil. PAIR arrived in the state of Rio de Janeiro through the work of Terra dos Homens, which invested in the coordination of municipal and civil society directors in Belford Roxo, Duque de Caxias, São João de Meriti and Rio de Janeiro to confront this phenomenon.

Terra dos Homens' work regarding sexual violence against children and adolescents foresees the implementation of attendance to children and adolescents in the political sphere. We have worked in Rio de Janeiro State on widening the methodology by promoting the training of the sectors involved in working against child abuse, and on holding seminars with the objective of raising advocacy efforts for the formation of a strong public opinion and with that encourage people to report and even reveal cases of sexual assault, as well as creating opportunities for the establishment and implementation of public policy.

A survey carried in 2009 showed that most cases of sexual assaults of children and adolescents (87%) in the municipality of Belford Roxo are reported anonymously and that sexual abuse within the own home with the assailant being someone from the family is most cited type of violence against children and adolescents. The number of cases of abuse within the family is greater than that of cases committed outside the family environment, and the survey also revealed that girls in the age group 7 to 17 years are the greatest victims of sexual abuse in this municipality.

Seeking to strengthen the national advocacy for the benefit of Brazilian childhood and adolescence, we mapped a network of actors from the four municipalities cited and carried out seminars in all of them.
